NVIDIA and Oracle have announced an expanded collaboration to enhance sovereign AI initiatives, with the goal of accelerating digital transformation for governments worldwide.

This partnership aims to empower organizations to construct secure, AI-driven systems for delivering advanced citizen services. Abu Dhabi’s Department of Government Enablement (DGE), in collaboration with Deloitte and Core42, is among the first to leverage this integrated technology.

The initiative supports Abu Dhabi's objective of becoming an AI-native government by 2027, providing a scalable model for global AI adoption.

Seamless Integration for Sovereign AI Delivery

NVIDIA AI Enterprise software on Oracle Cloud Infrastructure (OCI) now offers integrated, cloud-native software tools, libraries, and frameworks. This integration allows organizations like DGE to rapidly develop and deploy AI solutions.

The solution includes 160 AI tools, high-performance computing clusters, and NVIDIA NIM microservices within a secure environment.

Abu Dhabi's Digital Transformation

The Abu Dhabi Government Digital Strategy 2025-2027 showcases how sovereign AI, powered by OCI and NVIDIA AI, can transform government operations at scale.

The strategy, backed by a 13 billion AED investment, focuses on sovereign cloud adoption and the complete digitization of government processes.

This includes services such as automated notifications for citizen benefits, multilingual AI assistants, and intelligent compliance systems.

A Phased Approach to AI Transformation

Since its launch in December 2024, DGE has expanded across 25 government entities, with over 15,000 daily active OCI users.

DGE’s transformation follows a phased “crawl, walk, run” approach:

Phase 1: Focused on building core infrastructure and embedding AI in Oracle Fusion Cloud Applications.
Phase 2: Integrates generative AI into production using Oracle Fusion Applications, including intelligent candidate matching and automated supplier qualification.
Phase 3: Will introduce advanced agentic AI and autonomous workflows, utilizing Oracle and NVIDIA technologies to continuously improve government operations.

Ensuring Compliance and Driving Innovation

The partnership adheres to sovereign AI principles, ensuring data control within Abu Dhabi's borders while utilizing advanced AI acceleration.

Core42’s infrastructure underpins the OCI Dedicated Region solution, leveraging NVIDIA accelerated computing for AI training and inference workloads.

NVIDIA accelerated computing provides the power for both traditional and generative AI applications, ensuring optimal performance for government use cases.

The next-generation NVIDIA Blackwell architecture is expected to further enhance performance and efficiency.

Advancements in sovereign AI, driven by collaborations like Oracle and NVIDIA, are redefining how governments deliver connected and secure citizen experiences. This enables the rapid deployment of intelligent solutions that automate services and personalize interactions.

Abu Dhabi’s DGE is already deploying over 200 AI-powered capabilities, supporting digital upskilling, and driving economic gains.

Sovereign Blueprint for Future Success

The digital transformation strategy is projected to contribute over 24 billion AED to Abu Dhabi’s GDP by 2027 and create more than 5,000 jobs.
