AI Regulation Takes Center Stage at Ibero-American Forum

The Ibero-American Forum of Digital Parliamentarians, held in Santo Domingo, Dominican Republic, brought together legislators, experts, and authorities to discuss the pressing challenges and opportunities surrounding artificial intelligence (AI) regulation. Noel Alonso Murray, Executive Director of Directorio Legislativo, played a pivotal role in the event, highlighting the urgent need for effective AI regulatory frameworks in Latin America.

Organized by CAF – Development Bank of Latin America and the Caribbean, along with ParlAmericas and the Government Office of Information and Communication Technologies, the forum aimed to strengthen interparliamentary cooperation. The two-day event, held from October 1st to 2nd, focused on the digital transformation challenges faced by the region and explored how AI and emerging technologies could drive inclusive and sustainable development.

Alonso Murray’s Insights on AI Regulation

During her presentation titled “Regulating AI and New Technologies: Alternatives to (Re)think Regulatory Frameworks,” Alonso Murray emphasized the rapid pace at which AI is advancing compared to the regulatory capabilities of states. She stressed the importance of parliaments playing a central role in ensuring that laws are developed through participatory processes, involving diverse sectors and adhering to appropriate timelines.

“AI is evolving faster than our regulatory systems can keep up,” Alonso Murray noted. “It is crucial for parliaments to create frameworks that balance innovation with the protection of rights. This requires a collaborative approach, involving input from all stakeholders.”

She contrasted the regulatory approaches of Peru and Chile to illustrate the importance of balanced frameworks. While Peru enacted AI legislation swiftly, it lacked effective implementation. Chile, on the other hand, is pursuing a more deliberate process characterized by broad consultation and greater legitimacy.

Strengthening Legislative Institutions

According to Alonso Murray, the primary challenge for the region is to strengthen legislative institutions. This would enable them to anticipate technological advancements and ensure transparency, citizen involvement, and accountability. She highlighted that robust and transparent institutions are essential for fostering innovation, democracy, and equity in society.

“Directorio Legislativo is committed to providing evidence and sharing experiences to enrich discussions about AI and its impact on parliaments,” Alonso Murray stated. “Our goal is to support the development of strong, transparent institutions that can drive progress and ensure the rights of all citizens are protected.”

The Role of Parliamentary Cooperation

The forum underscored the significance of parliamentary cooperation in addressing the complexities of AI regulation. By fostering dialogue and collaboration among legislators and experts, the event aimed to promote the creation of inclusive and sustainable regulatory frameworks. These frameworks are essential for protecting rights and reducing development disparities across the region.

“The Ibero-American Forum of Digital Parliamentarians serves as a vital platform for advancing AI regulation in Latin America,” Alonso Murray concluded. “Through collaboration and shared knowledge, we can develop frameworks that support innovation while safeguarding the rights of all citizens.”
