Italy has officially embraced the age of artificial intelligence with its new AI law. Signed on September 23, 2025, the law aims to regulate development and use of this tech.

Complementing the EU AI Act

The Italian AI Law complements the broader EU Artificial Intelligence Act. It aligns with EU rules and definitions to ensure a unified approach.

Designating Competent Authorities

Italy has designated specific authorities responsible for overseeing AI. These bodies will handle regulations and ensure compliance across various sectors.

Healthcare and Scientific Research

The law supports the use of personal data for AI development in healthcare. Data, stripped of identifiers, can be used for research purposes, without needing consent.

Protecting Workers and Minors

Employers must inform workers about AI systems used in the workplace. Training programs should also be provided to ensure employees are well-prepared. Parental consent is needed for minors under 14 using AI, while those aged 14–17 can consent if information is clear.

Copyright Amendments

The AI law introduces changes to existing copyright regulations. These amendments address the use of copyrighted material in AI development and applications.

Delegation of Authority

The Italian AI Law empowers the government to take further actions. It has twelve months to adopt measures achieving specific objectives related to AI regulation.

Monitoring and Assistance

Covington’s Data Privacy and Cybersecurity Team is closely monitoring AI developments. They offer expert advice on regulatory and compliance issues in the EU and other markets.
