NVIDIA and Oracle Partner to Advance Sovereign AI for Abu Dhabi Government

NVIDIA and Oracle have announced a deepened collaboration aimed at accelerating sovereign AI initiatives and supporting government digital transformations globally. This partnership leverages NVIDIA’s AI computing platforms alongside Oracle’s scalable cloud infrastructure. The goal is to enable organizations to build secure, AI-first systems for next-generation citizen services.

Abu Dhabi’s Department of Government Enablement (DGE), in collaboration with Deloitte and Core42, is an early adopter of this technology. Their aim is to realize Abu Dhabi’s vision of becoming an AI-native government by 2027. This initiative also intends to serve as a blueprint for expanding AI adoption worldwide.

Seamless Integration for Sovereign AI

NVIDIA AI Enterprise software, a suite of cloud-native tools, libraries, and frameworks, is now seamlessly integrated and natively available on Oracle Cloud Infrastructure (OCI). This integration empowers organizations like DGE to rapidly develop and deploy AI solutions.

The solution brings together 160 AI tools, a high-performance accelerated computing cluster, and NVIDIA NIM microservices, all within a secure environment.

Abu Dhabi's Digital Transformation

The Abu Dhabi Government Digital Strategy 2025-2027, backed by a 13-billion AED investment, aims for complete digitization and automation of government processes. It's built on 100% sovereign cloud adoption. The strategy serves as a model for how public sector organizations can leverage AI and cloud to enhance citizen services.

These services include automated notifications about citizen benefits, multilingual AI assistants, and intelligent compliance systems. The AI systems can process the majority of service queries instantly, automating approvals for routine applications and anticipating citizen needs.

“The Abu Dhabi Government Digital Strategy 2025-2027 reflects our leadership’s vision of being an AI-native government, seamlessly integrating AI across all government systems for a future that is proactive, agile and fully technology-enabled,” said Ahmed Hisham Al Kuttab, chairman of DGE.

A Phased Approach

Since its initial rollout in December 2024, DGE has expanded across 25 government entities, with over 15,000 daily active OCI users. The transformation follows a phased “crawl, walk, run” approach.

  • Phase 1 focused on core infrastructure and embedded AI in Oracle Fusion Cloud Applications.
  • Phase 2 introduces generative AI, implementing 37 features across Oracle Fusion Applications, including intelligent candidate matching, automated supplier qualification, and AI-generated financial reporting.
  • Phase 3 will introduce advanced agentic AI and custom autonomous workflows.

Ensuring Compliance and Driving Innovation

The partnership adheres to sovereign AI principles, ensuring data control within Abu Dhabi’s borders while leveraging AI acceleration capabilities.

Core42’s infrastructure underpins the OCI Dedicated Region solution, utilizing NVIDIA accelerated computing for high-performance AI training and inference workloads.

“Abu Dhabi’s deployment of OCI Dedicated Regions represents the future of sovereign AI infrastructure,” said Mauro Schiavon, Deloitte Global Chief Commercial Officer for the Oracle Business.

NVIDIA accelerated computing provides the power for both traditional and generative AI workloads. The upcoming NVIDIA Blackwell architecture is expected to further enhance performance and efficiency.

Advancements in sovereign AI, driven by partnerships like this one, are redefining government services. Abu Dhabi’s DGE is deploying over 200 AI-powered capabilities, supporting digital upskilling, and driving economic gains.

Sovereign Blueprint for Future Success

The digital transformation strategy is projected to contribute over 24 billion AED to Abu Dhabi’s GDP by 2027 and create more than 5,000 jobs.
