NVIDIA and Oracle Partner to Advance Sovereign AI for Abu Dhabi's Government Transformation

NVIDIA and Oracle have announced a deepened collaboration aimed at accelerating sovereign AI initiatives and facilitating digital transformation for governments worldwide. The partnership combines NVIDIA's AI computing platforms with Oracle Cloud Infrastructure (OCI) to enable organizations to build secure, AI-first systems.

The Department of Government Enablement (DGE) in Abu Dhabi, in collaboration with Deloitte and Core42, is among the first to leverage this integrated solution. This initiative supports Abu Dhabi's ambition to become an AI-native government by 2027, setting a precedent for global AI adoption.

Seamless Integration for AI Delivery

NVIDIA AI Enterprise software on Oracle Cloud Infrastructure provides a suite of AI tools, libraries, and frameworks, allowing DGE to rapidly develop and deploy AI solutions. This includes access to 160 AI tools, a high-performance accelerated computing cluster, and NVIDIA NIM microservices within a secure environment.

The Abu Dhabi Government Digital Strategy 2025-2027, backed by a 13-billion AED investment, exemplifies the potential of sovereign AI. The strategy is built on complete digitization and automation of government processes.

AI-Powered Citizen Services

The strategy aims to proactively deliver government services. For example, citizens will receive automatic notifications about benefits eligibility and license renewals. Multilingual AI assistants, supporting over 15 languages, will cater to Abu Dhabi’s diverse population, while intelligent compliance systems will automate approvals for routine applications.

Ahmed Hisham Al Kuttab, chairman of DGE, stated that the strategy reflects a vision of seamlessly integrating AI across all government systems, making the government proactive, agile, and technology-enabled.

A Phased Approach to AI Transformation

Since its launch in December 2024, DGE has expanded across 25 government entities, with over 15,000 daily active OCI users benefiting from AI-accelerated services. The transformation follows a phased “crawl, walk, run” approach:

  • Phase 1: Focused on building core infrastructure and embedding AI in Oracle Fusion Cloud Applications.
  • Phase 2: Integrates generative AI into production, implementing features like intelligent candidate matching in Oracle Fusion Cloud Human Capital Management and automated supplier qualification in Oracle Fusion Cloud Supply Chain Management.
  • Phase 3: Will introduce advanced agentic AI and custom autonomous workflows, leveraging the Oracle and NVIDIA stack.

Ensuring Compliance and Driving Innovation

The partnership emphasizes maintaining data control within Abu Dhabi’s borders while utilizing advanced AI acceleration capabilities. Core42’s infrastructure underpins the OCI Dedicated Region solution, using NVIDIA accelerated computing for high-performance AI training and inference.

Mauro Schiavon, Deloitte Global Chief Commercial Officer for the Oracle Business, highlighted that OCI Dedicated Regions ensure sensitive government data remains within Abu Dhabi while providing access to Oracle’s AI and cloud capabilities.

NVIDIA accelerated computing provides the necessary computational power for both traditional AI and advanced generative AI applications. The upcoming NVIDIA Blackwell architecture is expected to further enhance performance and efficiency in accelerating government operations.

Sovereign Blueprint for Future Success

The digital transformation strategy is projected to contribute over 24 billion AED to Abu Dhabi’s GDP by 2027 and create more than 5,000 jobs. This initiative highlights the potential of AI to transform government services and drive economic growth.
