Oracle and NVIDIA Partner to Accelerate Abu Dhabi's AI Transformation

Oracle and NVIDIA have announced an expanded collaboration to advance sovereign AI initiatives, aiming to accelerate digital transformation for governments worldwide. This partnership focuses on enabling organizations to develop secure, AI-driven systems for delivering advanced citizen services. Abu Dhabi’s Department of Government Enablement (DGE) is among the first to leverage this integrated technology, supporting the region’s goal of becoming an AI-native government by 2027.

Seamless Integration for Sovereign AI Delivery

The partnership integrates NVIDIA AI Enterprise software with Oracle Cloud Infrastructure (OCI), providing cloud-native tools, libraries, and frameworks. This allows organizations like DGE to rapidly develop and deploy AI solutions. The solution includes 160 AI tools, high-performance computing clusters, and NVIDIA NIM microservices within a secure environment.

Abu Dhabi's Digital Transformation Strategy

Abu Dhabi’s Government Digital Strategy 2025-2027 outlines how sovereign AI, powered by OCI and NVIDIA AI, can transform government operations at scale. Backed by a 13 billion AED investment, the strategy focuses on sovereign cloud adoption and the complete digitization of government processes. This includes services such as automated notifications for citizen benefits, multilingual AI assistants, and intelligent compliance systems.

Phased Approach to AI Transformation

Since its launch in December 2024, DGE has expanded across 25 government entities, with over 15,000 daily active OCI users. The transformation follows a phased approach:

Phase 1: Building core infrastructure and embedding AI in Oracle Fusion Cloud Applications.
Phase 2: Integrating generative AI into production using Oracle Fusion Applications, including intelligent candidate matching and automated supplier qualification.
Phase 3: Introducing advanced agentic AI and autonomous workflows, utilizing Oracle and NVIDIA technologies to continuously improve government operations.

Compliance and Innovation

The partnership adheres to sovereign AI principles, ensuring data control within Abu Dhabi's borders while utilizing advanced AI acceleration. Core42’s infrastructure underpins the OCI Dedicated Region solution, leveraging NVIDIA accelerated computing for AI training and inference workloads. NVIDIA’s technology supports both traditional and generative AI applications, ensuring optimal performance for government use cases.

Future Outlook

The digital transformation strategy is projected to contribute over 24 billion AED to Abu Dhabi’s GDP by 2027 and create more than 5,000 jobs. Abu Dhabi’s DGE is already deploying over 200 AI-powered capabilities, supporting digital upskilling and driving economic gains. This initiative sets a blueprint for future AI adoption and governance in the region.
