NVIDIA and Oracle Partner to Advance Abu Dhabi's AI Initiatives

NVIDIA and Oracle have announced a strategic partnership to accelerate sovereign AI initiatives in Abu Dhabi, supporting the government’s digital transformation goals. The collaboration leverages NVIDIA’s advanced AI computing platforms and Oracle’s scalable cloud infrastructure to enable secure, AI-first systems for next-generation citizen services.

Abu Dhabi’s Department of Government Enablement (DGE) is an early adopter of this technology, aiming to achieve the emirate’s vision of becoming an AI-native government by 2027. The initiative, supported by Deloitte and Core42, is designed to serve as a blueprint for global AI adoption in the public sector.

Seamless Integration for Sovereign AI

NVIDIA AI Enterprise software, a suite of cloud-native tools, is now seamlessly integrated with Oracle Cloud Infrastructure (OCI). This integration provides organizations like DGE with the ability to rapidly develop and deploy AI solutions. The platform combines 160 AI tools, high-performance computing clusters, and NVIDIA NIM microservices in a secure environment.

Abu Dhabi's Digital Transformation Strategy

The Abu Dhabi Government Digital Strategy 2025-2027, backed by a 13-billion AED investment, aims to fully digitize and automate government processes. Built on 100% sovereign cloud adoption, the strategy focuses on enhancing citizen services through AI and cloud technologies. Examples include automated notifications, multilingual AI assistants, and intelligent compliance systems.

"The Abu Dhabi Government Digital Strategy reflects our vision of becoming an AI-native government, integrating AI across all systems for a future that is proactive, agile, and fully technology-enabled," said Ahmed Hisham Al Kuttab, chairman of DGE.

Phased Approach to AI Adoption

The transformation follows a phased approach, beginning with core infrastructure and embedding AI into Oracle Fusion Cloud Applications. Phase 2 introduces generative AI features, such as intelligent candidate matching and automated financial reporting. Phase 3 will focus on advanced agentic AI and custom autonomous workflows.

Compliance and Innovation

The partnership adheres to sovereign AI principles, ensuring data control within Abu Dhabi’s borders while leveraging AI acceleration capabilities. Core42’s infrastructure supports high-performance AI training and inference workloads, utilizing NVIDIA accelerated computing.

Economic and Social Impact

The digital transformation strategy is projected to contribute over 24 billion AED to Abu Dhabi’s GDP by 2027 and create more than 5,000 jobs. The initiative also supports digital upskilling and the deployment of over 200 AI-powered capabilities, driving economic gains and enhancing citizen services.
